Personally I think Wal-Mart has great phones, you can get a pre-paid and that will keep you from over charges. Take it from someone who had a $600 bill from one month.

Most major cellular companies offer a free phone when you sign up. The phones are pretty basic, no photos, etc. but work just fine as a phone. However, you do have to sign up for a couple of years to get it.
