Can any verizon phone be turned into a prepaid/impulse phone?

I wanted to know because I'm trying to find a new phone for my best friend that she can enjoy converted so that she can use it on the impulse plan because she doesn't like any of the phones that are offered.

Answers:
Only confident phones. Generally, speaking the higher end phones resembling the Dare, Voyager or ENv2 can not be converted.
