Unfortunately the price at retail is standardized. You will money $399 for it whether you go to an AT&T retail store, or to an Apple store.
If you are really into getting one cheap, similar to the other poster said, try eBay, although the minuscule savings are not worth the risk of getting one used or dilapidated. A lot of those devices are ones that people bought, tried to modify to work on another service, inferior and are trying to unload. The firmware has be compromised, and I would not be comfortable buying something like that.
Bottom dash, save your pennies, and buy it through an authorized culvert of distribution. Either AT&T or an Apple Store.
