I hold a friend who is on T-Mobile that wants an IPHONE. He doesn't want to switch service to AT&T/Cingular. Can he buy an IPHONE lacking activating an rationalization with AT&T, and only just pay more?

If you sign up lower than contract and receive this phone at a discount price, you are obligated to wait the full 2 years beforehand cingular will allow the phone to be to be unlocked.. The only method I could see around this would be to pay the full price for the phone and find someone else to unlock it for you. There are businesses out within now who do just this.
