Answers: 1. Nope...That comes in June...and the beta is simply available to developers, most of which aren't going to leak it out.
2. No. There's really no point. After adjectives, the SDK works with the XCode and Mac architecture. The SDK is newly an addon for tools that Mac comes with. Technically those tools are for Mac programmers to brand name Mac programs. The SDK allows for iPhone programs. So for the PC, there's no reason to craft it work on the PC, especially since PC users would have no use for erudition Objective-C/Cocoa (since objective-c/cocoa programs won't work on PCs).
