When I buy an iphone at an At&t store do I have to get hold of a contract or can I buy the phone itself?

I know I bought a up to date phone with out have to renew my contract with at&t. I simply had to reimburse $250 with out the e-mail in rebate But I don't know if the Iphone would be diffrent or unrepentant.
