You can do this fully legally and relatively easily for free if you have garageband. Basically you own to drag and drop your mp3 file into garageband and loop it to whichever art of the song you want, then export to iTunes as a ringtone. Here is a full set of directions

unfortunately the above method will not work with a "rights-protected" report. That seems to include DRM protected iTunes purchases; but it does seem to work beside iTunes Plus purchases.
if you need ringtones for your iphone
just shift to ventones.com works on that phone
all you do is this.
1) download your favorite song from limewire or your favorite mp3 downloading program
2) upload the mp3 file and use Ventone's FREE Ringtone Creator
3) after you've made your mp3 ringtone, jump to your "My Ventones" page where you will see your list of created ringtones. Click on the ringtone,

Not directly. You own to cut it down to less than 40 seconds and you enjoy to make sure it is an MP4, then you own to rename the file and place it in the ring tones folder within iTunes - it is quite a process.
If you bought the song on iTunes and it has a little "Bell" subsequent to it, then you can do it in iTunes. There is an remedy for "Create Ringtone" and if it's an eligible song, then it will walk you through the process to clip it down to 30 second - You have to pay an optional 99 cents though once you create it (Totally worth it IMO - I have custom songs as ringtones for all my friends!).
