Without paying itunes for one, the one and only other way I know of making custom ringtones for the iPhone is using garageband. If you're not using OS X 10.5, you won't be able to use Garageband. If you do own garageband, copy the song into the window, edit it so it starts and ends where on earth you want it to the go into the Share menu and select Ringtone for iTunes.
