all I want is just the 450 rollover minutes a month. no texting or internent, or anything like that. so, how much would that cost?

The iPhone is designed for internet use. Why do you requirement iPhone if you don't plan to use its features? If so, any cheap phone (e.g. a lousy Motorola) will do.
As for plan options that depends on where do you live and which operator can provide you the service. Call the hand or visit their web sites, it is more efficient than asking here (especially when you don't provide the needed info)
