Does the free iPhone SDK or developer software simply work for macs or can it work on regular PC's and laptops 2?

NO - its Mac only and will solitary ever be Mac only. But go ahead and and get a MacBook from Apple, download the SDK and write some great Apps and go them.
A lot of the developers who are writting great apps are actually making some reasonable cash at the apps store.
There will NEVER be a "Windows" publication of the iPhone SDK - EVER. But the apps that you write for the iPhone and sell in the apps store WILL work on the iPhone or iPod touch regardless of whether they are on a Mac or a PC.
The iPhone SDK comes with a full tutorial carton as well as code libraries and a testing kit.

Not natively, but within is probably a Windows version available by someone, although that would require "Jailbreaking" your iPod / iPhone.
