Hi, I recently purchased and unlocked on a 16gb iPhone for use beside AT&T (so that I didn't have to sign up for a new 2 year agreement).
Depending on which websites' philosophies you believe, near are a couple main schools of thought in relation to unlocking (and jailbreaking for that matter). My response will outline the 2 that I considered to be the safest when I was choosing an unlocking program.
Ziphone offers a free adjectives inclusive program that Unlocks and Jailbreaks the phone, and will make it usable on any wireless network (that utilizes Sim cards).
The downside of Ziphone is that the program downgrades the bootloader on the iphone during the unlock/jailbreak process, which (depending on who you ask) may be irreversible). The bootloader issue become a problem when future versions of the iphone firmware are released, as you won't know how to upgrade to the latest firmware. (Firmware version 2.0 is expected out surrounded by late June, and will bring with it a few improvements for the iPhones operating system).
The second program, and the one that I used for my unlock/jailbreak is iLiberty+. iLiberty is very similar to ziphone, but the newest variation does not downgrade the phone's bootloader, and is (from what I understand) completely reversible.
As for the risks of each, there seem to be the inherent risk that something could go horribly wrong during or after the unlocking process that would render your phoen useless; though this didn't happen to me (my process be actually quite painless), I read some drastically disturbing stories online that made me seriously reconsider my decision to unlock.
There are some smaller number serious drawbacks as well, that are more or less simply inconvenient. The visual voicemail on the phone is only for paying iPhone customers who subscribe to the iphone facts plans (the plans that at&t will only add for you if you own a two year iphone contract with them). Though you can work around that problem by using the normal owner provided voicemail, some iphones (including mine) no longer offer voicemail notifications when a spanking new voicemail is received (this problem may be more specific to AT&T customers though). Finally, if you unlock/jailbreak, your warranty is officially voided. Now, if you restore the iphone to factory conditions, chances are not a soul from at&t or apple would have any idea, but there's other a chance that someone would notice/find out, in which satchel you have not warranty recourse.
There are a number of extensive guides online detailing how to achieve the unlock regardless of which program you use, and I would advise you to read as many as you can previously you make a decision. I have to run a couple fixes to get my "google maps gps" and frame data working on my iphone after I used iLiberty, but everything (except the voicemail notifications) seems to be working fine very soon (about 3 weeks out).
