Will Iphone 3G work lacking AT&T?

I was plan to buy an Itouch but I saw the Iphone 3G, it got camera, speaker and other stuffs. Can I newly buy a Iphone 3G without the contract and not use as a phone but just use as Itouch? Will adjectives the stuffs on it still work? It will be better than the Itouch right?
